Here is how it works, in the event of an earthquake the valve is tripped and automatically closes the gas line. This prevents any fires or explosions from taking place after the earthquake is over.

If the earthquake was bad enough to trip the valve I would highly recommend that the gas pipe be tested for leaks before turning the gas back on.
